General Rules
IPR Library was set up in the year 1982. It was housed in Physical Research Laboratory (PRL), Ahmedabad. In April 1986 the library along with the Institute shifted to its present location in Bhat, Gandhinagar.
The primary objective of the library is to support the scientific and technical programmes of the Institute by providing physical and intellectual access to information, keeping with the present and the anticipated scientific and technical functions of the institute. The library aims to develop a comprehensive collection of documents catering to the Scientific and Technical community of the Institute comprising of Staff members, Research Scholars, Technical Trainees and other visiting scientists/staff.
The library has a large collection of physical document resources including, Books, Journals, Back Volumes, Thesis, Standards, Scientific and Technical Reports in the areas of General Physics, Plasma Physics, High Energy Physics, Computer Science, Nonlinear Science, Mathematics, Simulation Methods, Fusion Science and Technology, Cryogenics, Robotics, Artificial Intelligence, Nano Technology, all branches of engineering and other relevant areas of research. It also has a huge collection of e-resources including e-Books, e-Journals and e-Reports.

The library is equipped with all modern facilities to provide efficient information dissemination services to the user community.
Electronic Resources
Library has a large collection of e-resources in the form of e-journals, e- books, e-thesis and others.
The library currently has access to thousands of e-Journals from major publishers such as AIP, APS, IOP, ELSEVIER, SPRINGER, WILEY and others, subscribed directly and through Consortium. Library also subscribes to SCOPUS database. Library has perpetual access to many eBooks are from various publishers.

Library membership is restricted to the person appointed as Permanent Employee (PE), Research Scholars (RS) and Post-Doctoral Fellow (PDF).
Membership is also extended to the temporary appointed and trainees including MTS, PSA, SSP and Visiting Researcher.
To become/avail membership, please fill up the prescribed form (available at the library counter) and submit it to the Library.

Circulation Policy | Photocopying & Scanning Policy
Circulation services are provided to the members.
A. Circulation timings
Monday to Friday 9.15 am to 6.15 pm
Saturday 9.30 am to 5.15 pm (currently the library is closed on Saturdays)
B. Number of documents
The number of documents to be issued depends upon the category of membership.
PE, RS and PDF can borrow a maximum of 8 documents at a time.
Temporary members (Project staff, MTS and SSP students) can borrow a maximum of 2 documents at a time.
C. Period of loan
Period of Loan depends upon the type of document

Reference books are not issued
D. Reservation of documents
Members can reserve the documents through the ILMS (after logging into it), or by filing up the reservation slip for the documents which are issued or displayed as new arrival.
E. Renewal of documents
A member can renew a document continuously for 2 times provided there is no reservation for that particular document. If the member wants to renew the same document more than 2 times then the document will be issued only after one day. Document renewal can be done through e-mail also.
F. Overdue documents
The documents which are not returned/renewed on or before the due date are considered as overdue documents.
Advance reminders and overdue reminders are sent through the system regularly. Library is not responsible for non-receipt of reminders.
Re. 1/- per document per day is charged as overdue fine. The amount will be deducted from the member's salary.
G. Non-returning of overdue documents
If the documents are not returned/renewed even after 3 monthly reminders then the document would be considered as lost and the cost will be recovered.
H. Loss of document
If a member loses any document it must be immediately reported to the library in written.
If a document is declared as lost by a borrower he/she will have the option to replace similar edition of the document having same or latest imprint but not a cheaper edition like paperback, student edition, etc., within 1 month from the date of issue of the 3rd reminder.
The replacement cost once recovered cannot be refunded/ replacement copy once accepted cannot be returned under any circumstances even if the original document is recovered.
If the member is not able to replace the document by the same edition, in this case library will recover double the initial cost with present conversion rate.
The replacement cost of the document acquired free of cost or by any other mode such as gift or exchange, will be fixed by the library.
I. Please take care of the following
Sub-lending of the documents borrowed from the library is not allowed.
Before leaving the circulation counter the member should satisfy themselves that the book is in good condition. If not, it should be brought to the attention of the counter staff. Otherwise the member is liable to be held responsible for the damages noticed at the time of returning.
Do not write/mark/fold/damage/tear off pages from the library documents. Writing, marking and tracing on the library document is strictly not allowed. If a document is mutilated or damaged when it was in possession of the member, library can demand for a replacement or compensation for damages.

Photocopying & Scanning Policy
Library is equipped with heavy duty Multi Function Devices (MFDs) for Photocopying, Scanning and Printing services. The Photocopying and Scanning services are provided only to the members.
Photocopy/Scanning/Printing services are subject to adherence to the copyright Laws and Fair use.
Guidelines for Photocopy & Scanning work:
-Only Scientific documents will be photocopied/scanned by the Library.
-Members are required to fill up the photocopy request form or make the entry in the register kept near counter.
-Members should take the signature from their Division/Section Head for Colour copy/Print and Research Students should take signature from their Guide/Academic Committee Chairman.
Photocopy/Scanning from copyrights materials (Books and Reference books) are not allowed.
Guidelines for PhD Thesis Printing and Binding
This services is provided only to the full-time Research Scholars (RS) enrolled for Doctoral Research under HBNI.
-RS can get maximum 5 copies of their Theses Printed and bound. Special quality Papers are provided by the RS
-Printing is carried out at IPR Library
-The RS should submit a duly signed Photocopy/Print Request form approved by the supervisor/guide/academic committee chairman
-Initially One copy of the thesis is printed for verfying and checking the correctness by RS, upon confimation, the rest copies are printed
The following are required for Binding
-The RS should send the Title Page of the Thesis by email to the library
-Upon receipt of the proof from the binder, the correctness of the title page details are checked and confirmed by the RS
-Library sends the printed theses for binding
-The RS submits one copy of the bound thesis to the library

General Rules of IPR Library
-The Library is a peaceful intellectual space for individual study and research, members are requested to maintain decorum, dignity, peace and silence within the Library premises.
-Members are requested to bring Institutional ID card while visiting the library.
-Smoking/Chewing Tobacco is strictly prohibited.
-Tea, Coffee, and other eatables are not allowed in the Library.
-Personal Belongings (Bags/Handbags) should be kept at the desk near the Library Counter.
-Any document carried by the member should be shown at the counter during entry and exit.
-Library staff are authorized to examine everything that passes into or out of the library.
-Members are requested not to replace any document taken out of the stacks as there is a chance of misplacing the same. Documents after use may be left on the tables.
-Members should return all documents borrowed, before going on long leave/vacation/official duty for more than 5 days.
-Members should follow all rules decided by the library authority from time to time.
